What makes a liquid membrane different from a coating?

Film thickness and elasticity. A liquid membrane is applied at a specified dry-film thickness and stays flexible enough to bridge hairline cracks; a decorative coating is a fraction of that and cracks with the substrate.

Is it walkable afterwards?

For maintenance access, yes. For a terrace in daily use we add a protective screed or a topcoat rated for foot traffic.

How do you check it has been applied thick enough?

We take dry-film thickness readings before sign-off. Under-application is the single most common reason a liquid system fails early, so it is worth insisting on that check whoever does your work.
