How do you decide what plaster comes off?

By tapping it. Hollow plaster has already debonded and will fail whatever goes over it, so it comes back to sound masonry. What is solid stays.

Will the crack come back?

Not at the junctions, if chicken mesh is used where materials meet and the plaster is cured properly. Structural cracks are a different matter — those get assessed before anything cosmetic is done.

Do you handle full building restoration for a society?

Yes — replastering, crack repair, waterproofing and painting run as one contract with one schedule, which is usually cheaper and always less disruptive than three separate ones.
